Administration officials say Mr Maataq Khan of Mullagori area in Jamrud tehsil entered the house of Mr Shakeel Khan in Zaga area, killing his wife and daughter and injuring two others.
The officials say the house of the accused was bulldozed and four members of his tribe were also arrested under the Collective Responsibility clause of the Frontier Crimes Regulation.
The FCR, which stands for Frontier Crimes Regulation, consists of a special set of laws applicable to the Federally Administered Tribal Areas (FATA) in northwestern Pakistan. The Collective Responsibility clause allows the tribal authorities to punish a whole tribe as a result of the behaviour or crime of one or more other individuals.
