PESHAWAR: Khyber Pakhtunkhwa Chief Minister Mehmood Khan has approved e-transfer policy for teachers in the Elementary and Secondary Education Department.

Adviser to Chief Minister on Education Ziaullah Bangash said in a statement that all transfers of teachers in the province will be made online under the e-transfer policy. Under the new policy, the process of transfers of teachers will be made further transparent and will save the precious time of teachers and students.

The CM’s adviser said the provincial government will soon launch an app to facilitate the process of smooth transfer of teachers upon completion of their tenure at a school. Sources said this system will become applicable with the start to the new academic year in order to ensure smooth functioning of the schools and transfer the teachers according to their convenience.

According to an official communiqué of Elementary and Secondary Education Department, all the appointments in the Education Department have been made on merit and now transfers would also be made on merit to improve performance of the teachers.

The communiqué quoted Ziaullah Bangash as saying that the work on e-transfer application was under process and the application would be launched across the province within a week. Under the new arrangement, the teachers will be asked once a year to file applications for transfers. All the applicants will file their applications online which will be submitted to the Education Department.

The CM’s adviser said the eligibility for the posting will be thoroughly checked, and transfers will be made on vacant posts at the start of academic year. However, Mr Bangash made it clear that the vacancies of district cadre would be non-transferable as it would affect the government’s merit policy. He added that the spouse policy would be conditional to less privileged areas so that these areas could be put on path of progress.

All the applications would be required to submit their applications for transfer through proper channel. Mr Bangash said the employees using unfair means or influence for transfers would be punished. He said teachers’ attendance, students’ attendance, ratio of teachers to students, duration of employment in hard area, monthly tests and annual result of students will be the indicators which would be considered for transfers/postings. The posting and transfer on medical grounds would be done in case of perpetual disease. Mutual transfers would be based on results of SSC and Intermediate.
