The inquiry report into the incident that took place at the Postgraduate College of Nursing Hayatabad on September 7 has been released. The report recommends disciplinary action against the students involved in accordance with college rules, replacing the principal, and making changes to the hostel administration.

The fact-finding inquiry committee formed by the Khyber Pakhtunkhwa Health Department to investigate the incident has completed its report.

The report recommends establishing an effective grievance redressal system to ensure the prompt and fair resolution of students’ legitimate complaints, while also ensuring effective communication between the administration, faculty, and students.

The committee has recommended determining the roles of Muhammad Siraj and Abbas Khan and taking action against them in accordance with the rules. It also recommended that no external individual or group be allowed to interfere in the institution’s academic environment.

According to the report, the students’ protest stemmed from complaints related to hostel accommodation, fines, leave policies, examinations, clinical training, mess facilities, and the alleged behavior of certain faculty members.

The committee recorded statements from students, the principal, and faculty members and also reviewed the college premises, available evidence related to the incident, and other relevant information.

According to the report, the situation became tense when some students refused to appear before the disciplinary committee. Later, during the protest, some students locked the college gate, harassed the administration and faculty, and attempted to persuade other students to join the protest, following which police were called.

The inquiry committee noted that while students were found to have violated certain rules and regulations, the performance of the college administration was also reviewed. According to the committee, students’ complaints were not addressed in a timely and effective manner.

The committee emphasized the need for a formal institutional mechanism for effective communication, negotiations, and grievance resolution. The report also recommends an independent inquiry if there was any possible misconduct or negligence on the part of the police.

The government has made it clear that students’ legitimate complaints will be addressed promptly and impartially. However, discipline in educational institutions, compliance with the law, and adherence to established institutional procedures will also be mandatory.

According to the inquiry committee, the government’s objective is to ensure a peaceful, safe, respectful, and positive environment in educational institutions.
